I just got my new fog lights in the mail from IPD. I hooked it all up with almost no help from the wiring diagram on the box. (Bad english)

Well they look cool, but don't work.

The english is so bad that I don't know what the heck they are talking about.

There is only one black line, and it is really short. so do they want my to ground it or attach it to the (-) terminal?
