bad gas mileage 200 1984

Hi everyone, this is my first Volvo. It's a 1984 200 series volvo. I'm getting bad gas mileage. when the car is idling: A.M.S. plugged in = bad idle but better mileage. When the A.M.S. is unplugged = good idle but bad gas mileage. On idle- F.P.R. unplugged= better idle. I'm not sure what to do or where to go to fix this problem. I would hate to buy a bunch of parts for nothing. I hope some one can help me please.
