Seat belt jammed 700 1990

I have a 1990 745. The passenger seatbelt seems to be jammed on the top roller so the belt won't extend all the way. Anyone have this issue? Also, I thought seatbelts were lifetime warranty. Anyone know if this is true? Lastly, is it possible to remove the trim panel and access the roller to repair or replace? Help! Overweight passengers are having a hard time buckling up.
