Wiring fog lights 200 86

The instructions for my new fog lights call for tapping into the wire for the low beams.

Which one is it? Red, Blue or Black?

Where is a good spot to tap, as the entire length of the headlamp wiring underhood is nicely rubberized, or, otherwise encased?
