timing belt tensioner pivot stud pulling out 700 1988

The timing belt tensioner on my B230 FT engine is falling off the block. The tensioner bolts to a plate which has the spring on one side and the other hinged through what looks like a stud that is peened over. The stud appears to go into the head, but it is backing out. This places the tensioner at an angle that tends to slide the belt off the pulleys--only the cover heeps the belt on. What has happened? Can I pound the stud back in, or what? No book seems to address this issue. Is it a press fit? Do I have to remove the head? Any help would be greatly appreciated!
