help please!! Cant get wheel bolt out to replace w/ new one. Circular thing in way [700][1990] 1990

I have my front tire, and rotor off and I need to replace a wheel bolt but I cannot get it out because there is a circular finned looking thing blocking my way.

1990 740 GLE with Girling Rotors
