Seat Belt problem 700 1991

I recently removed the passenger seat from the car to do some cleaning and check the heaters. I found that when I removed the seat belt attachment from the seat and placed it out of the way it wound up and would not let me pull the belt back out. Its stuck in the position of being wound up and won't come out. Any help??? how do I get it "unstuck"????
