1983 245 won't pass CO2 part of the emission test in ohio

I have a 245 that passed the emission test the first time thru but failed because of a stupid gas cap, but after replacing the cap and on the second pass thru they said that the CO2 was too high. I was told that the 83's and 84's had a recall for high emissions. This test is such a load of crap because this car runs perfect, and in fact runs much cleaner than my 1980 242 and it passed with ease. Please help because I am running out of time on my temporary tags.
