water leak into heater blower 700 1986

Where do I start to find the source? Water from the garden hose--and presumably from the sky--ends up in the blower motor (I learned this the hard way--the motor is rusted to a sadly frozen state). Do I have to dissemble the entire airduct system under the dash? Is there a seal somewhere that typical fails? Thanks!
