In tank pre-pump 200 81

I have replaced the intank pump and fuse checks out still not working though. I am wondering about the electrical connector before the tank. It looks like it is separaely grounded and has two wires going in and out. What should my meter be reading for thous two wires. One side I get 14, should the other side register, is one for the guage and the other the pump?
