4th Gear disengaged light goes ON 700 1991

sometimes when I start the car the small arrow signal light goes on which

means that the 4th gear is disengaged, sometime this light will go off

after ideling the car for 1 minutes, but sometime it will keep on, unless I press the button on the shifter twice.

is this only a electronic problem or a tranny problem?
