Transmission crosspiece problems 700 4986

After swapping transmissions and some other attendant problems (check the damn setscrew in the bottom of the shifter or you'll be sorry) I've come to have only 3 of 4 bolts in my transmission crosspiece. The holes just don't want to line up. I finally got three in, but the fourth I can't get started.

Any thoughts on how to securely mount the transmission? Are three bolts enough to hold it up? Anyone else have the same problem?
