Reaplacing turbo seals 200 84

While I am unlikely to get a serious answer due to the rislone affair, I will post anyway. If I wanted to replace the seals on my turbo, could I do it myself with basic hand tools or is this something that has to be done by a professional? Is it practical to replace just the seals or should I have the whole turbo assembly rebuilt? Thanks all for any help.
