Turbo won't Waste 700 89

I have a 89 760 and the turbo won't waste. I am afraid its going to blow up. However, it is sure a blast to drive with the turbo needle burried to the right side of gauge. It is the valve on the front right of the engine that is stuck, it has a vacuum line running into it? Is this anything like the performance you get from TURBO PLUS?
