Suspension 900 91

I own a 1991 VOLVO 940GL; noticed that driver side of car is lower than other side by about half and inch. This is confirmed by measuring from ground to edge of mudguard at the both front and rear wheels. Need some advice as what could be problem - coil springs, absorber or anything else?
