removing rear shocks 200 1980

I have been unable to change the rear shock absorbers in my 1980 DL sedan. The bolts holding the shock absorbers to the car are 19 mm and do not budge; I've tried a breaker bar with hammer and lubricated the heck out of the nut. What's wrong here? It shouldn't be so hard to get to bolts off. Thanks in advance.
