Where is the recirc vacuum actuator? 200 84

My recic button is dead. I just checked the flap on the back of the heater and it stays open all the time. The car does not have AC so I don't really need it. I heard someone say they used a coke can to jam it closed which will work fine, but the stupid vacuum line is leaking. I can hear it hissing when the car is running. So where is the actuator? I have looked on both sides of the housing. Please don't tell me its inside the heater unit.
