Oil and filter (timing belt too!) 200 1986

1986 240 DL 185k ... I had been using Fram filters until I read a page (forgot the address) that said they are basically worthless... so...

1) Most around here seem to use Mobil 1 ... what weight (Iowa, nearing Winter)

2) What brand filter?

3) Is every 3k ok?

I've had my brick for 25k+ and haven't changed the timing belt, and don't know when it was last done... when should I? Is it something that I can do myself?
