Ignition Start Delay 900 1994

Occasionally the ignition will not turn the starter for several seconds and sometimes not at all on the first several tries. The instrument panel lights come on as normal and the battery is less than a year old. No other symptons such as a electrical short or sounds/clicks (like when the battery charge is too low) when this happends. 960 approximately 110k miles.
