Heating/cooling dampers 200 1984

I have a 1984 240 Wagon with approx. 200,000 miles on odometer. I am having problems with the heater/AC dampers operating properly. Heater and AC work fine, but dampers do not appear to be working. Heating/Cooling system always blows from console vents even when defrost or footwells are selected.

Are dampers vacuum actuated? Where do I look for leaks? Any other thoughts would be appreciated.
