Can't smog, barely 200 1985

Howdy all, good to find this resource. I use others to great effect as well. This pertains to our 1985 Volvo 240DL Sedan w. 276K Miles. She is not passing smog (California, where else?), even after plugs, cap, rotor, air filter, etc. Cat Converter is only a couple of years old. Runs great, but at idle is iexcess in hydr0carbons @ 250. Smog shop tried retarding timing from 12 to 5BTC, and fiddled with idle air mixture screw on meter box, no luck. Any ideas as to where to start looking? Thanks for your help.
