Rear fuel Pump 200 84

I'm concerned about my rear fuel pump. No sound with key on the on position. BTW Car wont start either. Does anyone know the voltage at the pump? I am getting 7.6V and pump doesn't turn, I hook it across the battery directly and it turns..... Main pump is fine, relays clicking fine and wiring is fine. Is there a separate relay for the rear pump? Any advice is greatly appreciated.
