center console red light... when does it activate? 700 1985

Anyone:

When is that red panel light above teh ashtray on the back of the center column supposed to activate? The white one goes on at start/key activiation, but doesn't seem to light otherwise. Is this right? Is the red light connected to the brake? I had thought it was supposed to run all the time, but... not sure.

If someone could post the default activity of these lights I would appreciate it. Tyring to get my ENTIRE electrical system working... yeah, I know, I liek a challenge. I'm also trying to walk to Australia. ;)
