cold no start 200 1984

I own a 84 240 wagon. When it is cold out, it turns over but won't start. Acts like it's flooded. When I put pedal to floor it eventually starts sometimes. When the car is warm it restarts fine. I put new injectors and fuel pressure regulator in car but no difference. I can hear the fuel pump running when I try to start car. Any ideas? Thanks' Glen from Minnesota P.S. The car runs fine when it does start. It's a 4 cylinder and automatic.
