how do you get to the wiper arm linkage? 200 1982

I recently purchased a 1982 Volvo 240 Turbo sedan and I love it. There is a big problem. The wiper arms do not move. The motor works fine and is in good shape, but the arms don't move at all. In fact one arm pulls right out of the socket fairly easily!

I can not figure out the easiest way to get behind the dash to reattach the arms.

Does anyone know how to fix this problem without removing the dash board? Is it easier to get up under the dash?

Any suggestions?
