Frequency valve, better explanation 200 1978

If the frequency counter (CIS) continues to buzz when the engine is off, is it an indication of a malfunctioning ecu(hope not) or a malfunctioning valve? It seems strange that power would continue to the valve with the key off. The Bentley manual refers to occasions when the valve doesn't function, marked by a lack of buzzing, when it should. It says nothing about one that functions when it shouldn't.

I'll start running through the diagnostic stuff in the morning, but will check to see if there's any help before starting.
