Rear fog lamp blowing fuse #26... 700 1988

Ok, well, decided to go out in the cold today to begin the hunt for my
original problem of the horns not working (although i do suspect the
horns themselves to be suspect as they worked on and off every now and
then?) and the bigger issue of the fogs blowing the fuse. It seems to
be only the *rear* fog blowing the fuse, the front fogs are fine, its
the # 25 fuse that keeps blowing out when the rear fogs are flipped on.
I figured since the dropping of the shattered bulb on the battery when
changing the bulb for the turn signal somehow shorted it...the ground
wire insulation melted but not up to the conjunction where it meets a
main ground wire and i found this out when i opened up the harness to
take a look. The rear fog ground wire is on tight as well. I have
looked in my haynes manuals factory wiring diagrams and i can't seem to
locate the cause of the problem for the fuse to keep blowing. I have
tried to trace the wires from the switch connector but that is virtually
impossible to do under the dash (anyone who has poked around under there
knows the mess i am speaking of! Also i have found a large white plug
with a bunch of wires leading to it with 1 wire having its own female
spade connector on it aside from this big white plug. Can anyone help
me with this problem? Thank you for any hints!
