240 running rich 200 1984

The gas mileage on my '84 240 has decreased noticeably, the spark plugs are covered with soot, and the voltage from the oxygen sensor fluctuates around 0.3 V, which, according to my Volvo Problem Solver book, means that the mixture is lean (?). When I disconnect the green wire from the black one on the O2 sensor, there does not appear to be any change in engine speed. What the heck is going on?
