Engine Surges/Dies When Cold... Fine when warm 200 1982

My car runs like a top in warm weather. The recent exteme cold has ben causing it to act strange. When its really cold --- 0-10 deg F, the engine will die after the first two or three starting attempts. When it does decide to run, the engine RPMs will increase and then drop down to the point where it almost stalls, and will continue to rev up and down for a few minutes before it levels off. It almost sounds like a vacuum leak problem but I have checked all hoses and everthing seems to be in order. Any other thoughts.

Also, I am going to change the O-rings on the injectors soon, what is the process for removing the injectors? I just dont want to start taking wrenches to the injectors with no direction. All of my manuals just say...remove the injectors...
