Poor Gas Mileage 200 1986

I have an 86 240 DL (99K) that is getting around 18-20 MPG, mixed highway and around town driving. This seems a little low. Replaced plugs, cap, rotor, wires and adjusted timing. Any suggestions on where to look first? Idle is just a little rough at times, if this means anything.
