Ventilation Vacuum Controls 900 1994

Blower discharge shifts from floor vents to dash vents with throttle position, in more or less the same way regardless of the position of the ventilation mode selector switch. Seems some malfunction is allowing the vacuum-operated damper to communicate directly with manifold vacuum ... has anyone seen this before? Any ideas? What is the easiest way to isolate the cause? How hard is it to gain access to the potential culprits?
