200 series heater

Does anyone else find it hard to control the heat in their 240? The air either comes out of mine hot or cold, I can rarely get warm air, and If I do get warm air when I turn the fan down the air gets hot again. Does the temperature control work by letting more/less coolant flow through the heater core? or is there something wrong with my heat?
