Lack of power, revisited 700 1987

The loss of acceleration I eluded to last month returned briefly yesterday. The situation is that there is a severe hesitation (read poor performance, no power) on occasion, where full thottle is required to get up to speed (35mph here in NYC). Once RPMs climb past 3000 or so, the engine smoothens out (but loss of power is still evident and persists when RPMs fall). Idle is OK and the engine can rev in P or N with no symptoms. Yesterday, I put the car in N while moving, quickly turned the key off>on (engine did not even need a restart) and viola', perfect performance, smooth and responsive. It is as if I am resetting some function to "normal". ECU??
How is the timing adjusted on these things. As I have mentioned in the past, despite a good battery and as far as I can tell reasonable current delivery, sometimes the engine barely cranks as if the timing were WAY off, other times it spins freely and starts within 1/2 second (cold or hot, no difference, perfect starts). The two events seem causatively related to me, although they do not always occur at the same time with the slow cranking more common.
