leaky steering rack? 200 1984

How can you tell if a steering rack needs to be replaced?

It shudders when I steer while driving. The rack has cracked boots, & seems to be oily & greasy on one of the cracked boots.

Can I replace it myself?
... what will I need?
... how much time should I alot to it?
