Check Valve near fuel tank? & sluggish accel. 700 1987

Hey All,

I have a dilemma. I recently noticed a disconnected check valve that seems to run from the fuel filler or tank. What I have essentially is a line that goes to a check valve with nothing coming from the other end of the check valve.
It seems obvious that the valve should connect to something but where? Does anyone have any ideas I can seem to find where the other end should run.
As well my car seems to be having accel. problems lately could this be linked.
