240 dl wagon won't go to third gear. 200 1987

My '87 240 dl wagon goes from 1st to 2nd fine but won't downshift to 3rd let alone 4th. I cleaned the tranny pan, new filter and flushed tr. Still have the problem. Revrse feels weird to. Does this sound alot more serious than od selonoid/relay?

od relay clicks in dash but don't hear anything from solenoid.

Any thoughts on how to get the od solenoid out? Mine has alot of corrosion which I wd40'd but I'm still afraid they'll be difficult at best to remove. And how do you have enough room up there to remove it?

Any thoughts are greatly appreciated.
