vibration at highway speeds

I'm getting a vibration at highway speeds, comming from the front. Its the tires out of balance. It feels more like a wheel is about to fall off. When I had the car off the ground there is alot of play it the front wheels, from side to side, almost like 2" of play. Any suggestions would be appreciated.
