m46 REALLY top fill plug????? 700 1987

I am looking at the exploded view m46 diagram and there appears to be a top fill plug located on the top trans housing under the shifter. Anyone know if this is a fill plug? Long story short, I'm still fighting to get the side fill plug off but have had no luck as yet(heat, PB, heat, PB... pipe wrench, vise grips etc) At this point I am looking at an alternative to pulling the tranny. Any assistance appreciated.
