89 240 wont start 200 1989

help!, my 89 240 wont start. turns over great. fuel pump does not run but can be bypassed and runs fine. no tach movement. any ideas??? the fuse for the pump is good but no voltage at that spot with the key on. when i manually turn the pump on the motor still wont fire. this car has 140k and has had excellent service. has new cap, rotor , wires, plugs.
