Weird fuel relay behavior 200

Hi, 1981 240 B21
My fuel system is not delivering fuel at all. I put a new fuel relay in, fuel still not delivered, had someone turn the engine over when i had a stethoscope on the main fuel pump, no noise. I jumped the 30 and 87 connections, and there was a tiny spark as i did so, and with the key off the fuel pumps (both i think) went on. The tank pump was definitely on, and i think the main pump (the stethoscope could have been hearing just the fluid rush from the tank pump, but it sounded like the main pump was on).I had no assistant at this point, so could not have the stethoscope on it when i turned on the key. In the about 2 minutes this all took, the hose out of the main pump filled a 2.5 gallon can with gas.(Which sounds like a functioning main pump to me, or is the tank pump that energetic?)

I thought jumping the connections would do nothing until the key was on, am I just misinformed?
The relay is new, what can i do to see if it's bad? I read the stuff in the FAQ about soldering the fuel relay, solder is not my best talent, I hate to screw it up more. Is there any way to test one? It clicks when the key is turned on...
