240 Carb problems? 200 1986

o.k. I got the car from a friend who could not get it started. Put some gas in the car and it started right up(he got it for free also). It would only go 30 mph with the car floored. I found a broken kick-down cable that wasnt even hooked up. I then noticed that the throttle never hit its stop(it had been really rigged by a previous owner) so I adjusted that and the car was starting really rough. after it was warmed up it ran great. replaced all the vaccume lines as well. well today the car would not start. I have fuel to the carb, I have spark, but I cant smell any fuel. I took off the dampner on the top of the carb(its a Zenith Carb)and the rubber diaphram is ripped in 2 places, but im not sure if this would keep it from starting. pulled a spark plug to see if it was wet and it was dry, Took off the carb and unscrewed the idle switch and cleaned it with carb cleaner real good(3 cans) I did notice that the harness portion going to the switch has completely lost its insulation. Just bare wire. Im gonna redo it tomorrow. Question is, what is the next step? replace carb? any help would be greatly appreciated. I wanna keep this car im just crazy about its classic look.
