Bulb failure won't go away on 92' 745T 700

I noticed the bulb failure light was on after installing the rear fog lamp on right side (along with the left one)the socket was pre-grounded and pre-wired, I just put the bulb in, and it worked. This is when the light came on, I have already replaced the relay and checked the grounds. I also tried removing the new fog lamp but the light is still on. what to do?
