Bad in-tank fuel pump? 200 1983

Our 245 has recently started misbehaving. Whether it is cold or warm, it does not start right away. When it does start to run it seems to not have any power at first - it takes a second to come up to full rpm. Before, it was: turn the key and "varoom". Now it is more like turn-and hold the key then rrrrrrrrrrrrRRRRRRoom. Once it is running, it is mostly OK, unless the fuel tank is quite low. If the fuel guage is down in the red, the engine runs slightly rough and has noticeably less power.

My theory is that there is trouble with the tank pump or maybe a clogged filter. It definatly correlates to fuel tank level.

Where should I start looking, and how do I check the fuel pump? If it matters, the body and fuel pump are 1983 while the b230 and aw71 are 1987 (thank you pick -a-part.)
