1991 740 that will not go over 35 mph 700 1991

My Aunt who lives in Jersey has her '91 740 stuck in Boston. It maxes out at 35 MPH when driving and will only rev to about 3500 on the tach in park or drive before "sputtering ang bogging." It seems as if I would be the one to take to long painful drive to jersey at a blazing 35 mph if I don't get it fixed. All my friends discourage me from towing it with my SUV and the dealer that we took it to had a big grin on his face when he saw the jersey plates. His estimate is $1500 to start and he thinks its the exhaust. At idle there is a steady stream of exhaust gas and the Catalitic converter doesn't seem to be clogged (evidenced by the lack of cherry glow and garrage filling exhaust on revving).
I have checked every fuse and connector on the beast and they all seemed fine. I am wide open to suggestions. Going from a turbo supra to a SUV (damn Kid) is punishment enough don't make me drive all the way to Jersey 2 35mph top speed. HELP!
