How noisy should a fuel pump be? 200 1981

Hi, still fighting with my 81 240 B21 that is doing something weird with the fuel system. Currently i can make the car catch a couple of times but no start. Jumping the 87 - 30 connections on the relays makes both fuel pumps work (with the key off, is that normal?) but the main pump makes a lot of noise during this. The attempted starts are after i let the key sit in the ON position for a few seconds before cranking it.
How much noise does a healthy fuel pump make?
Does excess noise mean it's not generating enough fuel pressure?
Is it possible theres a piece of junk stuck in the pump or the lines? (The in tank pump had no filter sock on it when i first met this car)(has one now)

The good note on this is that this is the first time in ages (i can only work on the car occasionally) that it has fired at all, i think there's hope!
