Annoying vibration/low squeeling sound from behind instrument console or center console 200 1991

This is driving me mad. It doesn't happen all the time (thankfully) but sometimes at either 45, 55, 62, 66 miles an hour, a horrible sound emenates from behind the dash. I have taken the glove compartment and center consoles out and not found anything that stood out as causing the noise.

Could it be the wipers (base or where they screw in)?

The sound is like a low tuning fork vibrating sound.
