black smoke from tailpipe 200 1984

I have black smoke coming from the tailpipe and terrible gas mileage. Replaced
amm changed spark plugs, changed oxygen sensor, changed relay, changed regulator, changed cat converter, can not figure out the problem. HELP!!!!!!!!
