740 Turbo brake problems 700 1990

Hello - I have a 1990 740 Turbo Wagon.

am having a problem with the brake pedal NOT releasing fully - I have had to pull it back with my foot. The brake feels good when applying and the braking is fine - it feels as if there is a vacuum keeping it depressed. I have bleed the brakes twice and installed stainless steel lines and it still seems to be an issue.
any ideas
