B23E Cdn. 240Gl - cold weather issues!!! 200 1982

As far as I know, there is no AMM on this model. I thought I had the problem narrowed down to the IAC, but today it was about -40 celcius and the car was chugging. I can keep it running with one foot on the brake and the other on the gas. I thought this was allowing enough air in through the throttle plate that the IAC was not bypassing as it should. Would a faulty IAC cause a sluggish acceleration as well? As I was driving I could feel a general loss of power until finally the baby stalled and would not restart. I came back to her a few hours later and she started up again, but ran VERY rough and stalled out again. She is sleeping in a heated shop at work tonight and I need to figure it out tomorrow. Any advice would be appreciated. My wife will throw me out along with the car if I spend much more money on this brick. Help!!
Fuel pumps, distributor, plugs, etc. have been changed recently. It runs great when the weather warms up. I just don't get it and nor did the last few mechanics!!
