overdrive relay 900

Have a 94 940 that the overdrive works sometimes. Have checked the wire going to the selenoid and it is intact although no power is going through it. The upshift light on the dash stays on all the time. Could it be the relay? Have found the relay behind the fuse panel be have not taken it out yet. Any suggestions? Thanks Al
